Full Description:
A conflict between Serbian forces and the Kosovo Liberation Army (KLA), an Albanian separatist guerrilla group seeking independence for Kosovo. Serbian counterinsurgency operations included mass expulsions, killings, and destruction of villages. NATO intervened with a 78-day bombing campaign (March–June 1999) against Serbia, forcing Serbian withdrawal. Kosovo came under UN administration and declared independence in 2008, a status not recognized by Serbia or several EU members.

Critical Perspective:
The Kosovo War is the exception that proves the rule: NATO intervened here because the victims were Muslim Albanians, the perpetrator was Serbia (already demonized), and the strategic calculus favored action. Yet Kosovo’s 1999 refugee crisis of 800,000 was comparable to Bosnia’s—only the response differed. The war’s legality remains disputed (no UN Security CouncilSecurity Council Full Description:The Security Council is the only UN body with the authority to issue binding resolutions and authorize military force. While the General Assembly includes all nations, real power is concentrated here. The council is dominated by the “Permanent Five” (P5), reflecting the military victors of the last major global conflict rather than current geopolitical realities or democratic representation. Critical Perspective:Critics argue the Security Council renders the UN undemocratic by design. It creates a two-tiered system of sovereignty: the Permanent Five are effectively above the law, able to shield themselves and their allies from scrutiny, while the rest of the world is subject to the Council’s enforcement. authorization), and Kosovo’s independence is a frozen conflict. The NATO bombing, which included civilian casualties, is condemned by Serbia and some human rights groups as disproportionate. Kosovo is independent in practice, unrecognized by enough states to remain a diplomatic headache, and its Serb minority lives in enclaves behind NATO fences.
